NGA Urges Swift Action to Address Nationwide Shortage of Coins
In a letter sent to the U.S. Department of the Treasury and the Federal Reserve, NGA called on the federal policymakers to take rapid action to address a nationwide shortage of coins caused by a drop in cash transactions for retail purchases during the coronavirus pandemic. The letter outlines three primary ways to address the coin shortage: 1) the Federal Reserve could distribute more coins from its inventory to ensure that economic activity is not disrupted; 2) the U.S. Mint could increase coin production to meet these needs, and 3) distribution of coins could be prioritized for consumer businesses in the essential critical infrastructure workforce that most need coins to complete cash transactions with individual Americans. While the U.S. Mint has publicly announced a ramp-up in the production of new coinage, NGA spoke with representatives of the Federal Reserve Bank of Richmond this morning, pressing upon them the levels of disruption that the coin shortage has already caused.
Ohio Updates 6.24.2020: Public Awareness Campaigns, Fireworks, Criminal Justice Grants
OHIO BWC DEFERS PREMIUM INSTALLMENTS:
The Ohio Bureau of Workers’ Compensation (BWC) is deferring Ohio employers’ premium installments for the months of June, July, and August. Businesses will have the option to defer the monthly premium payments with no financial penalties.
“By extending the premium due date, businesses can continue to focus on the safety and well-being of their employees and customers during this health pandemic,” said Governor DeWine.
This is the second payment deferral BWC has given to employers amid the ongoing COVID-19 pandemic. The deferral is designed to help employers focus financial resources on re-opening their businesses under the Responsible RestartOhio Plan.
Ohio Senate and House Both Approved Emergency Legislative Measures
On Wednesday, March 25, 2020, mostly behind closed doors, the Senate and House both approved emergency legislative measures in response to the ongoing coronavirus pandemic. The Senate met first, followed by concurrence from the House and amended House Bill 197, which deals with various tax corrective changes. Among the highlights were extending absentee voting by mail for March 17 primary to April 28, 2020; codifying various executive orders from Governor DeWine; transferring, appropriating or freezing numerous funds or provisions over the following months including aligning Ohio due to the Feds moving the tax filing deadline from April 15th to July 15Th; waiving various school requirements; and granting certified registered nurse anesthetists (CRNAs) limited authority to perform additional duties. Meat and Poultry Processing Workers and Employers
On April 26, the Centers for Disease Control and Prevention (CDC) and the Department of Labor’s (DOL) Occupational Safety and Health Administration (OSHA) issued guidance specific to the meat and poultry processing industry to facilitate ongoing operations while mitigating the risk of COVID-19 transmission. The U.S. Department of Agriculture (USDA) recommends utilizing these recommendations where practical. In the event of a closure, USDA recommends establishments work with their state department of agriculture and state and local health authorities, in coordination with CDC, to utilize the guidance and develop a plan to safely resume operations as quickly as possible, without compromising public health. MENTAL HEALTH AND ADDICTION TREATMENT
The Ohio Department of Mental Health and Addiction Services (MHAS) has announced the launch of new mental health “COVID CareLine” for Ohioans.
Trained staff are available at a toll-free number (1-800-720-9616) to provide emotional assistance to anyone struggling with mental health concerns due to the ongoing stress of the COVID-19 pandemic.
MHAS offers a social media toolkit with sample social media posts as well as posters that are available on the agency’s website at https://mha.ohio.gov/Health-Professionals/About-Mental-Health-and-Addiction-Treatment/Emergency-Preparedness/Coronavirus/COVID-CareLine.

Supermarkets are on the front lines of emergency response both in preparation for an impending disaster and as one of the primary operations that must be up and running for a community to recover after a disaster strikes.The U.S. Center for Disease Control and Prevention (CDC) has provided information to help with preparedness planning, and we want to ensure that our members are taking the necessary precautions to protect their employees, customers and communities. Ohio Department of Health Business Update on Coronavirus Disease 2019 (COVID-19)
With Ohio reporting its first positive cases of Coronavirus Disease 2019 (COVID-19), it is important that we take steps to prevent its spread, and you can help support these efforts. The Centers for Disease Control and Prevention (CDC) notes that for most people, the immediate risk of being exposed to the virus that causes COVID-19 is thought to be low, and the virus is not currently widespread in the United States.
CDC has developed “Interim Guidance for Businesses and Employers to Plan and Respond to Coronavirus Disease 2019 (COVID-19)” which is available on CDC’s website.
This guidance may help prevent workplace exposures to acute respiratory illnesses, including COVID-19. The guidance also provides planning considerations if there are more widespread, community outbreaks of COVID-19.

Bureau of Workers’ Comp 2020 Dividend FAQ
The Ohio Bureau of Workers’ Compensation’s Board of Directors approved to send up to $1.6 billion to Ohio employers this spring to ease the economic impact of the coronavirus (COVID-19) pandemic on Ohio’s economy and the business community. While you may be accustomed to receiving dividend checks from BWC, this year’s dividend was not a foregone conclusion. Gov. DeWine has asked his agencies to do everything they can to ease the strain of COVID-19 on Ohioans. Even after the dividend, the net position of the State Insurance Fund for injured workers remains strong due to investment returns, declining injuries, and decreasing reserves. NGA is actively monitoring the growing spread of the Coronavirus (COVID-19) both internationally and domestically, and the impacts it will have on our industry. Supermarkets are on the front lines of emergency response both in preparation for an impending disaster and as one of the primary operations that must be up and running for a community to recover after a disaster strikes.The U.S. Center for Disease Control and Prevention (CDC) has provided information to help with preparedness planning, and we want to ensure that our members are taking the necessary precautions to protect their employees, customers and communities. Ohio Department of Health Business Update on Coronavirus Disease 2019 (COVID-19)
With Ohio reporting its first positive cases of Coronavirus Disease 2019 (COVID-19), it is important that we take steps to prevent its spread, and you can help support these efforts. The Centers for Disease Control and Prevention (CDC) notes that for most people, the immediate risk of being exposed to the virus that causes COVID-19 is thought to be low, and the virus is not currently widespread in the United States.
CDC has developed “Interim Guidance for Businesses and Employers to Plan and Respond to Coronavirus Disease 2019 (COVID-19)” which is available on CDC’s website.
This guidance may help prevent workplace exposures to acute respiratory illnesses, including COVID-19. The guidance also provides planning considerations if there are more widespread, community outbreaks of COVID-19.

Bureau of Workers’ Comp 2020 Dividend FAQ
The Ohio Bureau of Workers’ Compensation’s Board of Directors approved to send up to $1.6 billion to Ohio employers this spring to ease the economic impact of the coronavirus (COVID-19) pandemic on Ohio’s economy and the business community. While you may be accustomed to receiving dividend checks from BWC, this year’s dividend was not a foregone conclusion. Gov. DeWine has asked his agencies to do everything they can to ease the strain of COVID-19 on Ohioans. Even after the dividend, the net position of the State Insurance Fund for injured workers remains strong due to investment returns, declining injuries, and decreasing reserves.
